Why does the Condition always take "If no"?

Theo's branching Condition is items('For Each')['ContractValue'] is greater than 100000. He runs the flow on a $250,000 contract and the Condition takes the If no branch - sending Rashida a "standard renewal" notification when it should have escalated to Yuki.

What's the most likely cause?
