Tag a column for PII sensitivity

Claro's compliance officer has asked the data team to tag the email column in the CORE.USERS table with a sensitivity label so it can be tracked in governance reports and feeds into masking policy decisions downstream. The team needs to create the tag object first, then apply it with the correct value. Running these statements out of order will either fail or produce a tag with no allowed values.
