Tạo cột geometry trong permits từ lat và lng.
Tạo permits_geo, một GeoDataFrame, sử dụng permits, hệ tọa độ (crs) từ council_districts, và geometry từ permits.
Dùng phép nối không gian để tìm các giấy phép được cấp within từng khu vực hội đồng. In 2 hàng đầu tiên.
