"How do I claim back a work expense?" reaches Contoso's HR team every week, and instructions alone give a slightly different answer each time. A topic pins down one question and answers it the same way, every time.

The agent decides for itself when to run a topic. It reads the topic's description: a short summary of what the topic handles, with example queries such as "submit an expense" or "get reimbursed". You won't write it from scratch. You'll describe the topic in one sentence, let Copilot draft the description and the conversation, then check and extend what it wrote.
