Add a button animation

The buttons have been a hit so far with users but they would like to see some ability to interact with the buttons. For example, some users have been confused at first as to why the "Drill" button is disabled. Also, some users don't immediately understand that Public Safety CIP and Fire Apparatus are clickable items.

In this exercise, we will provide some user experience improvements for our users.
