They can be viewed as a hierarchy. From the top down, it goes from

  3. Actionable steps from the high-level objectives, to
  4. Foundational concepts to define overall objectives, to

The four elements are:

  • Operational models translate the high-level objectives of data protection measures into actionable steps.
  • Compliance rules and regulations are legally binding requirements.
  • Data protection measures are the foundational concepts that establish the overall goals and principles.
  • Voluntary regulatory frameworks are guidelines useful to use as a blueprint for how to secure data.
